I concur w/ Brian. Just to add to that, I have actually looked into this in the past. However, it is difficult to implement in a way that supports multiple email platforms, does not make emails get filtered out as spam, and does not irritate users with the extra notification emails.
Thus, even if you set the very valid spam concerns aside, the downsides really outweigh the upsides. We are very sensitive to adding extra email notifications that could be flagged as spam. That is one of the key reasons that a number of years ago I implemented the notifications pop-up when you login--it allows us to do system notifications without email.
I realize that Microsoft supports read receipts within its email clients such as Outlook, but I suspect that once those emails go outside of Microsoft's control to a different email client, things get dicier.
