How do you upload documents to the Public Downloads?

I am trying to upload a PDF to the Public Downloads section of my club's website. I have admin access and I cannot find a button anywhere that allows me to upload documents. Can you please help me?

1) please post your club number in every post.

2) You need to have the latest adobe flash plugin to upload files.
get.adobe.com/flashplayer/
