Japanese characters became garbled

Japanese characters on our site became garbled recently.
Initially, we thought this is an issue on our side, however, it seems like other Japanese clubs' sites are also having same issues.
I request the actions to fix the issue.

We are looking into this... I have just made a few changes to try to enforce the proper encoding.
