I only have the password that was given to me by toastmasters, but I want to change the password to my own personal password. I'm the only officer with this password. Can I just change the password by going to the change password feature without having someone else verifying that's its okay?

FreeToastHost (FTH) does not issue passwords.

Are talking about your club website password or the Toastmasters International site?
