Montgomery County Government Employees cannot log in to site

Montgomery County Government Toastmasters which is comprised of mostly Montgomery County Government employees has a problem.

When trying to access the Toastmasters login, we only receive an in progress icon on a white screen and are never able to log in. The County's IT department says that it might be an Active X or Java issue.

Please help. If our members cant log in then, they can't sign up for agenda roles.

Logging in as a member, admin or is it connecting to the website in general?

1510.toastmastersclubs.org open fine and I can log in as admin

The problem is on our intranet. We can function predictably well on the regular internet.

We can view the website on the intranet, but neither admins nor members can log in via our County computers.

What browser and version are you using to access the club website?

We only support Internet Explorer 8 (with all updates applied) and higher and you must have java script installed and updated.
Chrome and FireFox and Safari are self updating and usually at a reasonable version.
