No longer able to log into my two club websites

I am no longer able to log into both of my club websites that use Free Toast Host. My internet provider is Wildblue satellite and I have no alternative provider. My IP address is 198.45.246.19. My two clubs are 2435574 and 1518209.Has my IP address been blocked?

Thank you,. I am able to access the websites now. I am VPPR for 4 clubs so I access the club websites and TO website frequently. My husband and I share the same IP via our router so I wonder if that could have caused the apparent "attack." Thank you again!
