Because the person in the Toastmaster role varies from one meeting to the next. There is no way to reliably assign it from the admin panel.

BTW, your meeting agenda has an incorrect use of role keywording. The first Toastmaster role in the agenda does not have the asterisks, while the others do. This will cause errors in role history reports.
