Hello,
I have been asked to create a website linking to the clubs. Is there any way I can do that using ToastHost? If so, how do I register?

You cannot use Freetoasthost for Divisions, only clubs and Districts. I created two Division websites, using WordPress. Check them out! They are in my signature...
