I am unable to change the past officer information so that only current officers receive emails from perspective members.

You probably need to update your club contact information in the Email and Contact Forms module in the admin console. I suggest setting the club contacts to be officer roles instead of specific people so that they are automatically updated each year when officers change.

You need to update your officers in the Member Management area.
