New member unable to set password/login

I have setup this person's email as a member. She did the AGREE for the email so her email is now in the member list. Then she tried to authenticate and set her password and this is the popup she got.
I have deleted her email from the member list and we tried again, and still she can not set her password and get access.
She is using a hotmail account.
