New member was no able to respond to yopur first Opt-in message because the opt-in program automatically deleted his information from our membership list after the first issuance..  No one outside of a club administrator should be able to delete a members information.

Incorrect the privacy laws state differently.
You can always re-add or resend the opt-in email.
