If I create a custom list for Mentors, (using a different name), Will the list show up on a new tab within
Membership Management?

Custom groups are all sub-groups of one of the 'tab' groups.  They don't show up on a separate tab, but you can choose the custom group from the 'Select by group' dropdown on the relevant tab to check all members in the custom group (making it easy to send an email or use the available tools). 
You can also do that for the system provided Mentors group, which has additional tools.
