Seeking Advice on how to publicize the Club Success Plan

The Club Executive has just prepared the Club Success Plan for 2023-2024 and I have as requested uploaded it to Member Downloads. It's a fillable PDF document.

How can I make this more obvious to club members when they are on the server?

Could it show directly in a menu?   I see a way under Website Settings Appearances to hide menu choices.  Could there be a way to add a custom one linked to file manager content?

Or is there already a way to do this?

You can grab the file link per Steve's instructions and add it as a menu item;

support.toastmastersclubs.org/doc/item/links-to-other-sites

Recommend not using the 'inline' option (see bottom of page Steve linked). The menu link to an external site will open a new tab by default. The inline file link to your own site will open in the same tab as your club site. Also, this avoids potential issues with members completing a fillable PDF in a browser tab and not being able to save their changes.
