A "Not a Member" email problem

Hello,
This is a problem for the club 3595.
It's look like each time when a member send an e-mail using This email address is being protected from spambots. You need JavaScript enabled to view it. from the  3595.toastmastersclubs.org/index.cgi?adm...uQoIBJxoYRE3ACPfokhp , that person getting an e-mail titled " Please confirm you are *not* a Member of Club 3595 now". 
How could we cancel it?

Remove the tick from "Not a member" in the admin console email security
