will not open FTH, spinning in circles, error message

This for Professionally Speaking Club #650660, www.prospeakerclub.com , I'm VPE and club webmaster Sandra Kolb.
I logged in as admin at www.prospeakerclub.com and had it open for hours today going into it for membership, work on templates and into the homepage and member pages working among 3 different online agendas, adding members into roles and revising agendas but with downtime for even an hour or more between all of this. I didn't log out anytime, but had to reload (refresh? wake up? not sure of the correct term?) the website each time. I tried to get back into it one more time to post more agendas from templates, but now it would let me in -- some sort of error message and to reach out to the server admin. I don't know the error number and was so shocked I didn't think of taking a screenshot but I think it had a couple 7's in it.
I restarted my laptop, tried different browsers, cleared caches and cookies but I cannot open www.prospeakerclub.com or any other FTH club website. I tried to open other club's FTH websites but their homepages won't come up either for me. 
Are you able to help me, please? Thank you.

My name is Venus Wilmer TI member PN-01080201.  
These are the clubs websites I've tried to load. coltoastmasters.toastmastersclubs.org/ 3305.toastmastersclubs.org/ 926.toastmastersclubs.org/ lynchburgtoastmasters.toastmastersclubs.org/ 9166.toastmastersclubs.org/
I mostly have the same experience noted by the first user in this topic with the spin image and sometimes a "cannot be reached" message when the browser gives up. This is the text from the one instance error that seemed it might be helpful.

Software error:
Cannot connect to MySQL database. Error=[Too many connections]
at /var/www/cgi-bin/dbi_db.pl line 66.

For help, please send mail to the webmaster(root@localhost), giving this error message and the time and date of the error.
