Getting access to update the sections at the bottom of the website

I have been working on our website and making it brand-compliant. As president, I asked one of our officers to update the bottom of the website since I worked on the main website. They tried to update it, but mentioned it couldn't be changed (they tried multiple ways). I tried, and also could not access it. 

My club is really interested in updating the modules at the bottom:

Why Our Club Is Right for You
Come Visit Our Club

Since it is static and can't be updated, it doesn't allow us to accurately market our club and what it offers its members.

How can we gain access to modify the modules? Thank you for considering my request.

As you noted, those panels are static and can't be updated.
