The agenda has members' names and/or photos in it. Names and photos fall under the privacy laws. That is the issue.
If you want to do something like this just for information purposes, then you could just make a PDF of an agenda that does not have any names in it, and save the PDF in the file manager where it can be accessed via a link. If you want to get fancy, you could create a screen shot of this "empty" agenda, put the screen shot image in a custom web page and link the image to the full PDF of the "empty" agenda.
