Is a Notification email sent to Admin when people added to agenda?

Periodically I get Notifications (in my admin-related email address) when either I removed a functionary (at their request) or they removed themselves.

I don't recall ever getting a Notification when someone added himself/herself as a functionary. Is there one?

Yesterday I got a message that said that a lady had "removed" herself as Toastmaster which happened to be Open the day before. (Then she send me a message directly to the same account announcing that she had really added herself as Toastmaster.)
So was the wrong "Removed" message sent when someone had actually "Added" herself to the role?
