Anything in Public Downloads also appears in Member Downloads. You can disable the link so Public Downloads doesn't appear in the Main Menu.

See 'Hide menu links' near the bottom of this document:

If you want only admins to see certain documents you can change them to 'Officer Only'. See this document;

Thanks. If I hide the Public Downloads link, will the Admin still be able to access the images? We need the uploaded images to display on the website.

Why are you uploading images to the file manager?  Typically, images that are intended to be displayed as part of HTML web page content are uploaded via the rich text editors.  Uploaded images to be used in web pages are stored in a different location by the code than the file manager files.

Use the document module only for documents (PDF, Word, etc) to be shared with public, officers and members.

Only people with admin access can use the rich text editors that Steve mentioned. See this file about adding images to your site;
