Formatting Interface with Left Column

In edit mode, how can I see the left column so that I can format accurately? It presently doesn't appear; instead, I have to edit, then check a live page frequently. This would be a great time-saver.

When editing use % instead of pixels or measurement.

Please elaborate. On the page below, I sized photos to be 150pixel on the shortest dimension. How would I use % instead?
