The Google Search Console directions to verify our Bethlehem Toastmasters site, under "URL Prefix", require uploading the html file below to the root level of our site. How do I do this?

Please read the documentation, FTH does not use the HTML Google verification.

Thank you, I've read through that. However, Google uses this file. The alternative Google offers is to verify via the DNS host, which seems to be GoDaddy.
Is there another way, maybe using the metadata contained in the file? This may be problematic.

Use the meta header from your Google tools account.
