We have someone assisting our VP education. Right now the only way to allow them to create agendas, etc is to give them the admin password. If we could create a custom club officer role we could have better control over website permissions.

Your assumption is incorrect.
Please read the documentation. Up to 3 officers can have access to the different applications.

Set them as "Other Officer" in membership management.
Then use Access Settings as Brian notes to give them access to the agenda creation/editing stuff.
