No OPT-IN for {} membership placeholder entries

I've been promoting the idea of having {Area Director}, {Division Director}, {Guest}, {No evaluator}, and {Round robin evaluation} entries in a club's Members table for occasional use as a placeholder on a meeting agenda.  Sadly, these entries are also subject to the opt in requirement, and since there is typically no e-mail address associated with them, one has to put a valid, temporary e-mail address in for each in turn, send the opt in message, opt in, then go back and delete the e-mail address.
Is it possible to skip the opt-in necessity for these types of membership table entries?
 

It is the law, if a person's email is to be added to a website they must agree.
No way around it.
