New Member not getting intiital email to accept being emailed

Please help ASAP.
There seems to be another email again.
We have a new member with the email address:
Joe@JoeGrondin.com
We added his name as a new member and that was supposed to trigger the "Welcome" email to get his approval to receive emails.
He has received no such emails.

So that yuou know, he his site hosted on the same  parentserver as the address
TM@MarkHenkelSpeaker.com
that had similar reliated issues in a past  SUPPORT request.

Can you please whitelist his address
and please stop this recurring email problem?

Is there any help for this issue?  We really weant for our new member to get their email so that they can authorize being in our site system.

Update
So far, it looks like he got the email,.

He then updated/rsset the password. So I am sdtill following up to make sure all is well for him.
