The site admin for your club can grant access to various site functions. Once your site admin (or the person currently set as Pres, VPM or VPE) changes your site role to VPE various admin menu items will appear on the agenda page and your Members Only menu.

If you wish to update overall appearance and custom site pages you'll need to ask your club admin to grand permission to Website Settings and Custom Web Pages. (These are often the default permissions for VPPR)
