New member NOT receiving Approval email

I have a member who never receives the email that goes out, once we put him in as a new member. We have attempted to receive it from different computers and phones. Is there a way for him to be able to access the freetoasthost site without the approval email? He  has a gmail account. We have sent the the email several times. It looks like it is sent but he never receives it.
Please advise.

The only way to activate a member account is for the new member to accept the opt-in email. However, no one on your Members list is currently pending opt-in to access the site. (no members have a strikeout line through their name.)

Add the new member again and if they continue having trouble finding the opt-in email we can identify which one to investigate by the strikeout line through their name.

Do you mean he hasn't received the opt-in message?  I don't see any outstanding opt-in emails for your club.  
Has he checked his junk mail?  Please refer to this documentation:  support.toastmastersclubs.org/doc/item/e...embers-receive-email

If he has already opted in, and his messages aren't going to his junk mail, we'll need at least his first name or last name to trace the problem
